The IPSCMI was established by Dr. LeRoy H. Graw. He has several years of experience as a Federal Contracting Officer, Contracts Manager and Purchasing Manager for Government Contractors. Dr. Leroy is also an Educator, Trainer and Consultant. Lastly, he is the Director and Chief Consultant of IPSCMI, the President and CEO of the American Certification Institute (ACI) and the Global Negotiation Institute.
